Both the Highways Agency and Network Rail have been asked for details of activities taking place near roads and railway lines by the Department of Transport. They are hoping to be able to get together a risk assessment of industrial accidents which could cause problems, such as what happened after the recent scrapyard fire.
They are hoping that by having this information, it will prevent this sort of thing from happening again or at least cause less disruption. The report, which is hoping to be put together in the next six weeks, will provide information about possible ways to manage risks and therefore identify gaps which could be filled. Recommendations will be made so that work can be done to prevent something like this happening again.

With the slight thaw to be followed by freezing conditions last night, the Met Office issued an icy roads alert covering all of England except the south-west. The alert also covered south-east Wales.
Paul Watters, the AA's head of road policy, said those driving on minor roads in rural areas should take the utmost care.
"There will be many side roads that freeze overnight," he said. "The problem is that the snow gets compacted on them and then refreezes hard. They become like ice rinks, with very hard-packed surfaces.
"If temperatures remain low they could stay like that for days. Drivers will find if they can get to the main roads they should be OK. But they need to allow themselves a lot of extra time."
Dave Britton, a Met Office forecaster, said the front that brought the snow to Britain had largely passed, with little more expected in coming days.
"The risk now becomes of ice covering most of England and south-east Wales," he said.
