In response to the growing number of road traffic accidents, several Middle East nations have taken action and enacted a series of harsher regulations and stricter enforcement policies aimed at curtailing the disturbing growth in road casualties and fatalities. Andy Staudt of Towers Watson examines the economic impact of this policy shift.
The measures, while still in their infancy, have already shown great promise reducing accident and casualty rates by upwards of 30 to 50 per cent. The result has been significant insurance savings over the past several years (approximately $160 million for the UAE alone). Ultimately, insurers can expect to see additional savings over the next few years as these programs reach maturity and industry loss ratios stabilize 5% to 10% below their 2007 and prior levels.

The crash and fatality rates per vehicle mile driven in those three counties have dropped, too, including in 2011, the study found.
"That's very good news for our region," said Tung-Lung Cheng, a MetroPlan transportation engineer.
From a death toll of 322 in 2004, the number of fatalities plummeted 39.1 percent to 196 in 2010. Traffic deaths rose slightly to 213 in 2011, which Cheng dismissed as a statistical anomaly.
Pedestrians, however, account for only 3 percent of the accidents in the area, but they made up almost 30 percent of the deaths, according to the survey.
And though bicyclists were involved in less than 2 percent of the crashes, they ended up being 3.5 percent of the deaths.
Central Florida has for two years running ranked as the nation's most dangerous area for pedestrians, according to Transportation for America, an organization that promotes alternative transit.
And there is a reason for that, according to Tim Bustos, director of the Florida Bicycle Association. No matter what the numbers show, the region's roads remain dangerous for bicyclists and walkers, whom Bustos calls "vulnerable road users."
