THE HOUSE AND SENATE: There were no roll calls in the House or Senate last week.
A review of Statehouse records shows only 54 new laws have cleared all legislative hurdles in 2012 and were signed by Gov. Deval Patrick.
Only six of those were substantial laws that affect the entire state. They include bills that allow individuals who have been convicted of a crime to request access to DNA evidence for forensic testing that could grant a new trial; establish revised rules and regulations for organ donations for transplantation or study; make major changes in the regulation and operation of the state's education collaboratives that help teach children with special needs; help youths with disabilities transition into college, the Massachusetts workforce and living independently; regulating midwives; and a fiscal 2012 supplemental spending package that includes a provision blocking a scheduled $220 per employee increase in unemployment insurance premiums paid by businesses. The payments, called by many a tax on employers, go into a fund that pays benefits to laid-off workers. The package also included millions in funding of various collective bargaining agreements and for the operation of county sheriff’s offices. Gov. Patrick vetoed some $3 million of the funding for sheriffs and the Legislature easily overrode those vetoes.
